Abolishes the terms of all Capital Development Board members on January 31, 2019, allowing incumbent members to be reappointed with staggered 4-year terms expiring on the third Monday in January.

Designates new board members with initial terms expiring January 31, 2021, 2022, 2023, and 2024, followed by standard 4-year terms for all successors.

Extends the repeal date of the Design-Build Procurement Act from July 1, 2019 to July 1, 2022.

Maintains the 7-member composition of the Capital Development Board with no more than 4 members from the same political party, appointed by the Governor with Senate consent.
