Defines "post-use polymers" as plastic polymers from household, industrial, or commercial sources that are not considered waste when processed through pyrolysis or gasification.

Establishes that post-use polymers and nonrecycled feedstocks processed through pyrolysis or gasification are not waste under the Environmental Protection Act.

Clarifies that pyrolysis facilities and gasification facilities are not solid waste facilities or pollution control facilities.

Amends the definition of "municipal waste incineration" to exclude post-use polymers and nonrecycled feedstocks converted through pyrolysis or gasification processes.
