Removes cannabis from the automatic zero tolerance drug policy for Department of State Police and Department of Corrections employees, making cannabis violations subject to discretionary discharge rather than mandatory termination.

Maintains mandatory discharge for employees who test positive for substances prohibited by the Illinois Controlled Substances Act or the Methamphetamine Control and Community Protection Act.

Allows employees to request testing of a split urine sample before discipline is initiated, with discipline delayed pending results from the independent sample.

Establishes training requirements for persons collecting drug test samples, including at least 15 hours of initial training and 8 hours of annual follow-up training in proper collection procedures and employee privacy protections.

Applies these changes retroactively to all pending and future incidents under the drug testing policies for both agencies.
