Redefines "plain language" in the Illinois Plain Language Task Force Act to align with the federal Plain Writing Act of 2010 and Federal Plain Language Guidelines, replacing the previous 1998 Executive Memorandum reference.

Expands the Task Force mission to include implementing, monitoring, and maintaining plain language standards, developing training requirements, and proposing legislative measures.

Removes requirements that Task Force Governor appointees represent specific interests (banking, business, and consumer groups), allowing three general appointees instead.

Requires the Task Force to submit its initial report to the General Assembly by May 31, 2019 (or if already submitted, no action needed), with subsequent reports filed electronically with the House Clerk and Senate Secretary.

Establishes that the General Assembly shall draft legislation and public documents in plain language when practicable, and advises executive and judicial branches to do the same, while clarifying the Act creates no enforceable rights or judicial review provisions.
