IL SB3140

Requires the Attorney General to file biannual reports with the General Assembly on debt collection agency enforcement actions, complaints processed, and outcomes by July 1 and December 31 of each year.

Mandates the Attorney General attend annual meetings with collection agency industry associations, debt buyer client groups, and consumer advocacy organizations, with minutes published on the Attorney General's website.

Requires the Attorney General to host two public meetings annually (January and July) with advance notice to consumer advocates, licensees, industry groups, and interested parties.

Requires debt collectors and collection agencies bringing legal actions to attach to complaints documentation establishing ownership of the debt, including original creditor agreements and a complete chain of assignment documents if the debt was sold multiple times.

Requires debt buyers to file evidence with the court before entry of default judgment that establishes the debt amount, nature, original account number, original creditor, charge-off balance or itemized amount owed, post charge-off additions, and date of last payment or transaction.
