IL SB3151

Adds a new exemption (paragraph 16) to the Illinois Procurement Code for maintenance and support contracts of integrated tax processing software packages that support the implementation and management of multiple taxes and Unemployment Insurance Act employer payments, provided the contract is with the developer of the underlying tax management system.

Requires State agencies to post contracts entered into on or after October 1, 2017 under exemptions to the Procurement Code (excluding certain categories) to the appropriate procurement bulletin, including contractor name, service description, contract amount, term, and exemption basis.

Requires the Chief Procurement Officer to submit an annual report to the Governor and General Assembly by November 1 each year summarizing monthly information on exempted contracts reported by State agencies.

Maintains existing exemptions from the Procurement Code for various contract types including inter-governmental contracts, grants, real estate purchases (with notice requirements), litigation-related contracts, and collective bargaining agreements.

Takes effect upon becoming law.
