Amends the State Budget Law to establish minimum funding requirements for ethics and inspector general offices beginning July 1, 2018.

Requires annual appropriations for the Executive Ethics Commission, Offices of the Executive Inspectors General, Legislative Ethics Commission, and Office of the Legislative Inspector General to be no less than the prior fiscal year's amounts.

Creates a continuing appropriation mechanism to ensure these agencies receive necessary funding if appropriations fall short of required levels.

Removes the Legislative Ethics Commission and Office of the Legislative Inspector General from the definition of "legislative operations" to establish them as separately protected funding categories.

Takes effect July 1, 2018.
