Increases Legislative Ethics Commission size from 8 to 12 commissioners, with each of 4 appointing authorities (Senate President, Senate Minority Leader, House Speaker, House Minority Leader) appointing 3 commissioners instead of 2.

Requires each appointing authority to appoint at least one commissioner from the general public who has not served as a State officer, employee, or General Assembly member during the preceding 10 years.

Extends lobbyist registration restriction for commissioner eligibility from 12 months to 10 years and adds prohibition against commissioners who hold partisan elected office or work for political committees or campaigns.

Requires Legislative Ethics Commission to publish meeting minutes on its website within 5 business days of approval, with confidential information redacted.

Establishes formal search process for Legislative Inspector General candidates using a bipartisan search committee and requires designation of Acting Inspector General within 10 days of vacancy; directs complaints to Executive Inspector General if Office vacant for 6+ months.
