Within 6 months of the 100th General Assembly effective date, each governmental entity must establish an Office of Ethics Compliance containing an independent ethics commission and Inspector General modeled after state executive and legislative branch structures.

Governmental entities may enter into intergovernmental agreements to share ethics commissions and Inspectors General across multiple entities.

Ethics commissions and Inspectors General have jurisdiction over violations of ethics ordinances, Freedom of Information Act compliance, Open Meetings Act compliance, and allegations of fraud, waste, malfeasance, or related law violations.

Within 60 days of the 100th General Assembly effective date, each governmental unit must adopt an ordinance or resolution establishing a sexual harassment prohibition policy that includes reporting procedures, confidential reporting options, retaliation protections, and consequences for violations.

Governmental entities must continue to regulate political activities and gift solicitation/acceptance by officers and employees under standards at least as restrictive as state law.
