Amends the Lobbyist Registration Act to add Section 4.6 requiring lobbyists to file written statements describing procedures for handling conflicts of interest with the Secretary of State.

Defines "conflict of interest" as representation directly adverse to another client or when representing one or more clients would be materially limited by responsibilities to another client or the lobbyist's personal interests.

Requires the conflict of interest procedures statement to be filed at the time of the lobbyist's annual registration and included in the agreement between lobbyist and client.

Prohibits lobbyists from representing a client if the representation involves a conflict of interest, except as provided in the written conflict procedures agreement filed with the Secretary of State.

Exempts lobbyists whose activities are governed by the Illinois Rules of Professional Conduct of 2010 from these requirements, with notification to the Secretary of State required.
