IL SB3164

Prohibits legislators from negotiating for employment with lobbying entities that actively lobby the General Assembly during their term of office.

Prohibits former General Assembly members from engaging in compensated lobbying with members of the General Assembly for one year after leaving office, though uncompensated lobbying is permitted.

Amends existing "revolving door" restrictions on former state officers and employees accepting employment from entities they dealt with professionally within one year of leaving state service.

Requires state agencies to establish policies identifying positions with authority over state contracts and regulatory decisions, and to notify affected employees of post-employment restrictions.

Creates a process for Inspector General review and determination of whether proposed post-employment opportunities violate restrictions, with appeal rights to the appropriate Ethics Commission.
