Establishes automatic voter preregistration for individuals age 16 and older who apply for a driver's license at a Secretary of State Driver Services facility, unless they opt out.

Requires the Secretary of State to transmit preregistration information to the State Board of Elections, which will register the person to vote once they meet the voting age requirements under Section 3-6.

Allows otherwise qualified individuals to preregister to vote on or after their 16th birthday in accordance with the automatic preregistration provisions.

Deems individuals age 16 and older (rather than only 17-year-olds) competent to execute and attest to voter registration forms.
