Amends Illinois Vehicle Code Section 11-1426.1 to define "non-highway vehicles" as motor vehicles not designed for public highways, including all-terrain vehicles, golf carts, off-highway motorcycles, and recreational off-highway vehicles.

Permits non-highway vehicles to operate on streets, roads, and highways posted at 35 mph or less within municipalities or 55 mph or less outside municipalities, subject to local authorization and safety determinations.

Requires non-highway vehicle operators to possess a valid driver's license and equip vehicles with brakes, steering, tires, mirrors, reflectors, headlights, tail lamps, brake lights, and turn signals.

Exempts non-highway vehicles used for farming operations on county and township roadways from equipment and insurance requirements, though they must have appropriate insurance coverage and headlamps when operating between one-half hour before sunset and one-half hour after sunrise.

Prohibits non-highway vehicles from making direct crossings on toll roads, interstate highways, or controlled access highways, except at intersections under specified safety conditions.
