Amends the Illinois Pension Code to allow police officers who previously participated in the Illinois Municipal Retirement Fund (IMRF) for police service to use their original IMRF start date when determining benefit tier eligibility under a municipality's police pension fund.

Officers transferred from IMRF to a municipal police pension fund upon its creation are deemed to have become members on their original IMRF participation date, regardless of whether that date was before January 1, 2011.

Amends the State Mandates Act to exempt this legislation from requiring state reimbursement to municipalities for implementation costs.

Takes effect immediately upon becoming law.
