Raises the supermajority vote requirement for local school councils to not renew a principal's contract based on performance ratings: 90% for "exceeding expectations," 75% for "meeting expectations."

Increases the required vote threshold to 90% for non-renewal if a principal's school rating rises at least 2 levels during their tenure, and 75% if it rises one level.

Requires a 70% supermajority vote to not renew a principal's contract at a school that has attained the district's highest rating.

Allows principals rated as meeting or exceeding expectations to request arbitration review of non-renewal decisions through the American Arbitration Association within 15 days.

Takes effect July 1, 2018.
