• Creates a new felony offense for unauthorized request or possession of a prescriber's Illinois controlled substance license or DEA registration number.

• Makes it illegal to knowingly request these credentials except for: prescribing/dispensing controlled substances, insurance processing, professional employment, or collecting credentials data under the Health Care Professional Credentials Data Collection Act.

• Prohibits possessing without authorization a prescriber's controlled substance license/DEA registration or their corresponding numbers.

• Prohibits using a prescriber's license or DEA registration number to obtain medication or create fraudulent prescriptions or orders.

• First offense is a Class 4 felony with fines up to $100,000; subsequent offenses are Class 3 felonies with fines up to $200,000.
