Authorizes the Department of Veterans' Affairs to make expenditures from the members benefits fund for recognition and appreciation programs for volunteers assisting Illinois Veterans Homes, subject to approval by the Director of Veterans' Affairs

Maintains that commissary store profits and other money received by Illinois Veterans Home officers must be deposited into the members benefits fund for resident and employee comfort, pleasure, and amusement

Restricts employee benefit expenditures to amounts not exceeding profits derived from sales made to employees by commissaries

Prohibits use of members benefits fund money to supplement ordinary and contingent operating expenses of the Veterans Homes

Establishes that unclaimed resident money held for 2 years after death, discharge, or unauthorized absence may be expended by the Department, with unclaimed personal property items sold and proceeds handled similarly
