Allows non-veteran spouses to have the same admission priority as veterans to Illinois Veterans Homes only if the spouse and veteran are admitted simultaneously to live together.

Requires spouses seeking admission to Anna and Quincy Veterans Homes to have been married to the veteran for at least 5 years and demonstrate lack of adequate means of support.

Grants preference for available beds to eligible veterans, except when a non-veteran spouse is being admitted with their veteran spouse under the simultaneous admission provision.

Permits surviving spouses to remain for life at the Anna or Quincy Illinois Veterans Home after a veteran resident's death, subject to facility rules and regulations.

Establishes that veterans or spouses, once admitted to an Illinois Veterans Home, are considered residents for purposes of transferring between facilities.
