Amends the Food Handling Regulation Enforcement Act to establish statewide farmers' market food safety guidelines and prohibit local health departments from creating sanitation rules more stringent than Department of Public Health administrative rules.

Requires vendors to maintain potentially hazardous food at 41 degrees Fahrenheit or below using either mechanical refrigeration or insulated hard-sided containers with ice, with local health departments prohibited from limiting equipment choices or charging fees.

Permits handwashing stations to be shared among farmers' market vendors if accessible to all vendors.

Allows food product sampling at farmers' markets without a separate permit if vendors comply with existing permit requirements for selling the product and follow Department-adopted food handling and sampling requirements.

Eliminates the previous Farmers' Market Task Force structure and transfers its advisory responsibilities to the Department of Public Health and Department of Agriculture for developing uniform statewide administrative rules.
