SB3196 Summary

• Modifies final average salary calculation for Tier 2 Chicago firefighters to be the greater of either the average of the highest 96 consecutive months of salary within the last 120 months OR the average of the highest 48 consecutive months of salary within the last 120 months of service.

• Applies retroactively to January 1, 2011 (the effective date of the original Tier 2 provisions) and applies to all Tier 2 firefighters regardless of whether they were in service on or after this bill's enactment.

• Amends the State Mandates Act to exempt this mandate from state reimbursement requirements to local governments for implementation costs.

• Takes effect immediately upon becoming law.
