• Creates "energy operating cost" definition as expenditures for heat, cold, power, electricity, water, or light to school buildings, excluding general maintenance and custodial costs.

• Changes references throughout the School Code from "energy or operational cost" to "energy operating cost" and clarifies that energy conservation measures cannot include new construction or building additions beyond existing square footage.
