Creates a new offense of cyber extortion under Illinois Criminal Code Section 17-52.6, making it illegal to knowingly introduce malicious software into a computer system without authorization with intent to unlawfully extort money, property, or anything of value.

Defines cyber extortion as using software designed to encrypt, lock, or otherwise restrict access or use of a computer, computer system, or computer network by authorized users.

Establishes cyber extortion as a Class 1 felony offense.

Permits victims who suffer specific and direct injury to bring civil actions in circuit court seeking actual damages, reasonable attorney's fees, and court costs, without requiring a criminal conviction.

Adds definitions to Section 17-55 for "computer system," "extort," and "software" to support the cyber extortion statute.
