Allows owners of ground-mounted solar sites to implement management practices that provide native perennial vegetation and foraging habitat beneficial to game birds, songbirds, and pollinators while reducing stormwater runoff and erosion.

Requires solar site owners to use native plant species and seed mixes free from noxious or exotic weed seeds when establishing perennial vegetation and beneficial foraging habitat, to the extent practicable.

Solar sites with generating capacity over 40 kilowatts can only claim "pollinator-friendly" status if they adhere to guidance in a pollinator-friendly scorecard published by the Department of Natural Resources in consultation with the University of Illinois Department of Entomology.

Requires the Department of Natural Resources to publish the pollinator-friendly scorecard on its website within 6 months of the Act becoming effective.

Mandates that solar site owners making beneficial habitat claims must make their pollinator scorecard and vegetation management plans publicly available and provide copies to the Department and a state solar industry trade association.
