Amends the Animal Control Act Section 8 to make a technical correction regarding rabies inoculations by changing "the the" to "the" in the provision requiring a second rabies vaccination within one year of the first.

Requires every dog owner to have dogs 4 months or older inoculated against rabies by a licensed veterinarian, with a second vaccination within one year of the first.

Mandates veterinarians provide the county Animal Control Administrator with immunization certificates for dogs, cats, and ferrets, including microchip numbers if available, with only one animal per certificate.

Allows veterinarians to obtain serially numbered rabies inoculation tags from County Animal Control, issued at a fee established by the Board for each inoculated dog.

Permits exemption from rabies inoculation if a licensed veterinarian determines in writing that vaccination would compromise an animal's health, though owners remain responsible for tag fees and exempt animals must be re-examined annually.
