SB3223 Summary

• Repeals Section 45 of the Child Death Review Team Act.

• Adds new definitions to the Abused and Neglected Child Reporting Act, including "adult resident" (18-22 year olds in licensed facilities), "blatant disregard," "near fatality," and "great bodily harm."

• Establishes a Child Death Investigation Task Force operated by the Department of Children and Family Services, initially in the Southern Region and other regions at the Director's discretion, to investigate sudden, unexpected, or unexplained child fatalities and near fatalities.

• Requires the Task Force to develop and implement an investigation plan with provisions for notification and coordination among law enforcement, the Department, hospitals, coroners, State's Attorneys, and children's advocacy centers.

• Creates a Board of Directors composed of representatives from law enforcement, coroners, prosecutors, police chiefs, and child advocacy organizations to govern the Task Force and meet at least 4 times annually.
