Excludes restitution payments made to persons of Japanese or Aleutian ancestry under the federal Civil Liberties Act of 1988 and the Aleutian and Pribilof Island Restitution Act from income and asset considerations for all state-financed assistance programs.

Excludes student financial aid received by full-time or part-time students from being counted as income or assets for public aid eligibility determinations, except for TANF employment/education/training programs and SNAP Employment and Training Program.

Creates a 5-year demonstration project operated by a non-profit community-based entity in counties with populations under 3,000,000 to provide intensive workforce training and multi-generational healthy family support services to up to 500 participants at a time.

Excludes financial assistance and wages earned by demonstration project participants from consideration in determining public aid eligibility for 36 months after enrollment, except for TANF and SNAP Employment and Training Programs.

Requires the selected entity to submit annual reports to state departments and the General Assembly detailing the project's effectiveness and impact on self-sufficiency, with the 4th annual report including policy recommendations and an optional recommendation for making the project permanent.
