State Board of Education must prepare state, school district, and school report cards by October 31 each year and distribute them to all Illinois school districts, including charter and Article 34 districts.

School report cards must include minimum data on school characteristics, student demographics, curriculum offerings, student outcomes, student progress, school environment, balanced accountability measures, and administrative costs.

School districts must present report cards at a regular board meeting within 30 days of receipt, post them on the district website (if maintained), provide them to local newspapers, and send printed copies to parents upon request.

School report cards must allow comparison of current data to state averages, historical school data from the past 5 years, and similar schools based on type and student population composition (low-income, special education, English learners).

School district report cards must include average daily attendance data for students with individualized education programs and 504 plans that provide special education services.
