Allows vehicle owners to request a $10 annual surcharge beginning January 1, 2019 for vehicles in the 8,000 lbs. and less flat weight plate category to designate them as "covered farm vehicles."

The $10 surcharge is deposited into the Secretary of State Special License Plate Fund and does not alter the vehicle's registration category.

This designation applies to second division vehicles issued registration plates under Article VI of the Illinois Vehicle Code.

The Secretary of State shall adopt rules necessary to implement this covered farm vehicle identification program.
