Merges the Illinois Health Maintenance Organization Guaranty Association into the Illinois Life and Health Insurance Guaranty Association, creating a single unified guaranty association.

Expands the definition of "member insurer" to explicitly include health maintenance organizations and updates coverage definitions to include HMO subscriber contracts alongside traditional health insurance policies.

Preserves all premerger rights, powers, assets, debts, obligations, and liabilities of each association related to liquidated members, which shall remain with the respective association members but be administered by the merged entity.

Adds a new "health benefit plan" definition and excludes certain types of coverage (accident-only, dental-only, vision-only, disability income, Medicare supplement, and specified disease insurance) from guaranty association coverage.

Includes conforming changes throughout the Illinois Insurance Code to reflect the merger and updates terminology related to contracts, enrollees, and health maintenance organization business.
