Removes references to the Landowner Grant Program from the Oil and Gas Act's Department powers and duties, instead transferring administration to the Illinois Petroleum Resources Board.

Authorizes the Department to transfer up to $250,000 per fiscal year from the Plugging and Restoration Fund to the Board to implement the Landowner Grant Program.

Grants the Board authority to adopt rules, accept funds from the Department, and make expenditures to reimburse landowners for plugging abandoned wells and restoring well sites on their property.

Requires the Board to maintain detailed financial records of all Landowner Grant Program funds received and spent, with annual independent audits filed with the Department within 60 days of fiscal year end.

Specifies that interest earned on Department funds transferred to the Board shall be used solely for implementing the Landowner Grant Program.
