Amends Section 2-3.155 to require State Board of Education textbooks be non-discriminatory regarding characteristics protected under the Illinois Human Rights Act and include roles and contributions of all protected groups.

Modifies Section 27-21 to require public schools include study of roles and contributions of lesbian, gay, bisexual, and transgender people in U.S. and state history curriculum.

Maintains existing textbook block grant program providing per-pupil funding to public school districts and non-public schools for purchase of pre-approved secular, non-religious textbooks.

Defines "textbook" to include books, electronic materials, instructional software, and science curriculum kits meeting specified criteria.

Requires State Board of Education to adopt rules ensuring religious neutrality of the textbook program and monitoring of textbooks purchased by non-public schools.
