Transfers the Office of Coal Development and Marketing from the Department of Commerce and Economic Opportunity to the Department of Natural Resources, effective upon the bill's enactment.

Transfers all associated powers, duties, personnel, books, records, contracts, and unexpended funds related to coal development and marketing functions to the Department of Natural Resources.

Amends multiple statutes including the Energy Conservation and Coal Development Act, Illinois Coal and Energy Development Bond Act, Illinois Coal Technology Development Assistance Act, and the Eminent Domain Act to reflect the Department of Natural Resources as the responsible agency for coal-related programs.

Designates the Department of Natural Resources as the successor agency to the Department of Commerce and Economic Opportunity for coal development and marketing functions under the Successor Agency Act and State Finance Act.

Requires the Department of Natural Resources to provide annual reports to the General Assembly for three years analyzing the reorganization's effects on state government and Illinois taxpayers.
