• Changes detention timeline for minors from 40 hours (excluding weekends/holidays) to 48 hours (including all days) before appearance before a judicial officer.

• Requires all authorized juvenile detention facilities statewide to use a detention screening instrument verified through evidence-based practices starting July 1, 2020, developed by the Division of Probation Services and subject to chief judge approval.

• Permits minors held in state or local custody to appear via two-way audio-visual communication (closed circuit television or video conference) for initial appearance, detention hearings, or status hearings, at chief judge discretion.

• The detention screening instrument must assess likelihood of court appearance, charge severity, violence or weapons involvement, prior justice system contact, safe home environment, and family safety concerns, and must be race and gender neutral.

• Takes effect immediately upon passage.
