Secretary of State shall establish or adopt an electronic system allowing automotive recyclers, scrap processors, repairers, and rebuilders to submit transaction reports and verify vehicles or vehicle parts have not been stolen in real-time.

Automotive recyclers, scrap processors, repairers, and rebuilders must report each transaction involving a vehicle or vehicle part to the Secretary of State within 48 hours of each day's close of business, including buyer/seller information, license numbers, vehicle details, purchase date, and disposition status.

Secretary of State shall make reports available to law enforcement agencies upon request without charge and forward reports to the National Motor Vehicle Title Information System within 2 business days, excluding personally identifiable information.

Before purchasing a vehicle or vehicle part, automotive recyclers, scrap processors, repairers, and rebuilders must access the electronic system to determine if the item was reported stolen; if stolen, they must refuse the transaction and notify the Secretary of State with location and seller information.

Automotive recyclers, scrap processors, repairers, and rebuilders are not held criminally or civilly liable for purchasing stolen vehicles or parts if the system indicated they were not stolen, unless they had knowledge of the theft.
