• Authorizes municipalities, counties, and mobile home park owners and operators to remove and dispose of abandoned mobile homes through a new formal court proceeding process.

• Defines "abandoned mobile home" as a unit in a mobile home park with no occupants, disconnected utilities, and delinquent property taxes for at least 3 months.

• Requires mobile home park owners to obtain a court judgment of abandonment by proving 180 days of vacancy (90 days if eviction entered), 60+ days of unpaid rent, and at least 3 of 5 abandonment factors, with 30 days' notice to all lienholders and owners.

• Grants municipalities authority to remove abandoned homes if park owners fail to initiate proceedings within 45 days of written notice from the municipality.

• Establishes procedures for storing personal property left in abandoned homes (minimum 30 days) and distributing sale proceeds to lienholders and tax authorities before returning funds to title holders.
