Department of Human Services shall progressively increase rates and reimbursements for facilities serving persons with intellectual and developmental disabilities to ensure direct support persons earn at least $5.25 per hour above the highest applicable minimum wage by July 1, 2018.

By July 1, 2020, direct support persons must earn a base wage of at least $6.75 per hour above the highest applicable minimum wage, with other front-line personnel earning commensurate wages.

Front-line personnel covered include direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff in residential and day programs, intermediate care facilities, and service coordination agencies.

Applies to facilities licensed by the Department of Public Health and programs funded by State funds or Title XIX of the federal Social Security Act.

Effective immediately upon enactment.
