Amends the Circuit Courts Act by making a technical change to Section 1 concerning judicial circuits in Illinois.

Corrects grammatical language in the opening of Section 1 by removing a redundant "The" at the beginning of the section describing judicial circuits.

Maintains the existing structure and composition of all 24 judicial circuits, including Cook County as a separate circuit and the division of the remainder of Illinois into 23 additional circuits with specified county groupings.

Includes transitional provisions for circuit changes that occurred on December 3, 2012 (affecting the 16th and 23rd circuits) and December 4, 2006 (affecting the 19th and 22nd circuits).
