IL SB3285

Establishes the Illinois Home Grown Business Opportunity Act to help businesses and municipalities near state borders compete with neighboring states (Wisconsin, Iowa, Missouri, Kentucky, and Indiana).

Requires the Department of Commerce and Economic Opportunity to develop an economic plan incorporating data from local development officials and identifying regional assets and competitive strategies.

Plan must include assessments of bordering states' economic development practices, comparisons to Illinois practices, and recommendations for business incentives, attraction, and retention.

Directs the Department to identify existing state services and resources available to border-region businesses and municipalities to improve competitiveness.

Requires the Department to publish all collected information and resources on its website for public access.
