Amends the Illinois Aeronautics Act to add Section 42.1 establishing state regulation of unmanned aircraft systems (drones and their associated control components and communication links)

Grants exclusive regulatory authority over unmanned aircraft systems to the State, prohibiting local governments and home rule units from enacting ordinances or resolutions to regulate them

Exempts municipalities with more than 1,000,000 inhabitants from the state exclusivity requirement, allowing them to enact local regulations

Authorizes the Department to adopt rules addressing safe and legal operation of unmanned aircraft systems while minimizing restrictions and ensuring compliance with federal rules and regulations

Takes effect immediately upon becoming law
