IL SB3297

Prohibits transfer of assault weapons, .50 caliber rifles, assault weapon attachments, and large capacity ammunition feeding devices (capacity over 10 rounds) effective upon enactment of the amendatory act.

Allows transfers only to heirs, individuals residing in another state, or federally licensed firearms dealers; requires notification to the Department of State Police within 10 days for non-heir transfers.

Defines "assault weapon" to include semi-automatic rifles and pistols with detachable magazines and certain features (pistol grip, folding stock, barrel shroud, muzzle brake), plus 20+ specific weapon models listed by name.

Creates felony penalties: Class 3 felony for first offense of transferring assault weapons or .50 caliber rifles (Class 2 for subsequent or multiple weapons); Class 4 felony for first offense of transferring attachments or magazines (Class 3 for subsequent).

Exempts transfers to law enforcement, military, National Guard, prison officials, armed security at nuclear facilities, and blank-firing weapons used as props for film/television production.
