Requires local law enforcement agency approval before the Department of State Police can issue a concealed carry license, with the chief law enforcement officer or sheriff having 30 days to review applications.

Local law enforcement can deny approval based on reliable information suggesting the applicant may create a public safety risk, existing risk factors, reasonable suspicion of danger to self or others, or other reasonable cause.

If local law enforcement fails to respond within 30 days, the Department automatically considers the application approved and proceeds with processing.

Applicants denied approval by local law enforcement may petition the circuit court in their county of residence for a hearing on the denial.

Other law enforcement agencies may submit objections within 30 days based on reasonable suspicion the applicant is a danger or threat to public safety, which are forwarded to the Concealed Carry Licensing Review Board.
