Requires the Department of Natural Resources to develop 10-year strategic plans for both the World Shooting and Recreational Complex and Pyramid State Park.

Each strategic plan shall outline the proposed mission of each facility and how it can maximize its potential as an economic engine for the region.

Strategic plans must include recommendations to improve facility functions, fiscal recommendations, and evaluation of intergovernmental and private agreements in place.

First strategic plans for each location must be completed by December 31, 2020, with updated plans required every 10 years thereafter.

Completed strategic plans shall be distributed to the Governor, Speaker of the House, Minority Leader of the House, President of the Senate, and Minority Leader of the Senate.
