Appropriates $1,033,382,800 total for the Department on Aging fiscal year beginning July 1, 2018, comprising $933,243,600 in General Funds, $4,745,000 in Other State Funds, and $95,394,200 in Federal Funds.

Allocates $857,900,000 for Community Care Program grants and administrative expenses, including $610,000,000 from the Commitment to Human Services Fund and $247,900,000 from the General Revenue Fund.

Provides $86,000,000 for various grant-in-aid programs including Title III meal programs ($36,000,000), Title III Social Services ($24,000,000), Title V Employment Services ($4,000,000), and National Family Caregiver Support Program ($7,000,000).

Funds operational divisions including Finance and Administration ($1,122,800), Home and Community Services ($996,400), and agency-wide operations ($10,901,400) for personnel, technology, and facility costs.

Authorizes the Department to reapportion not more than 10 percent of total General Revenue Fund appropriations with Governor approval; Act takes effect July 1, 2018, with appropriations covering costs through June 30, 2019.
