Appropriates $1,320,796,300 total for the Department of Commerce and Economic Opportunity for fiscal year beginning July 1, 2018, comprised of $28,542,300 in General Funds, $306,294,800 in Other State Funds, and $985,959,200 in Federal Funds

Allocates $8,876,500 from General Revenue Fund for operational expenses, awards, grants, and permanent improvements for fiscal year ending June 30, 2019

Funds major programs including tourism promotion ($30.7 million), workforce training ($275 million), low-income energy assistance ($330 million), and community development grants ($261.4 million)

Establishes appropriations for Office of Tourism, Office of Employment and Training, Office of Entrepreneurship and Innovation, Office of Business Development, Illinois Film Office, Office of Trade and Investment, Office of Community and Energy Assistance, and Office of Community Development

Takes effect July 1, 2018, with appropriations authorized for all costs incurred prior to July 1, 2019
