Appropriates $226,717,400 from the Title III Social Security and Employment Fund to the Department of Employment Security for operational expenses, awards, grants, and permanent improvements for fiscal year ending June 30, 2019

Allocates $11,600,000 from Title III Fund for workforce development including $7,000,000 for Employment Security Automation, $4,500,000 for Benefit Information System Redefinition, and $100,000 for Training Program Development

Appropriates $2,100,000 from the Unemployment Compensation Special Administration Fund for legal assistance ($2,000,000) and interest on erroneously paid contributions ($100,000)

Provides $675,000 from Title III Fund for tort claims and $26,734,300 for unemployment compensation benefits to former state employees from Road Fund ($4,000,000), Title III Fund ($1,734,300), and General Revenue Fund ($21,000,000)

Effective July 1, 2018, with appropriations authorized for all costs incurred prior to July 1, 2019
