Appropriates $6,261,798,300 to the Department of Human Services for fiscal year 2018-2019, consisting of $3,753,961,600 in General Funds, $784,003,300 in Other State Funds, and $1,723,833,400 in Federal Funds

Funds income assistance programs including Aid to Aged, Blind or Disabled ($28.5M), Temporary Assistance for Needy Families ($119.2M), child care services ($380.7M), and refugee services ($1.1M)

Provides $573.1M for home services programs and substantial appropriations for mental health ($214.9M for state operated facilities) and developmental disabilities ($269.7M for state operated centers)

Allocates $45.9M for addiction treatment services, $180M for early intervention services, and funds for family and community services including homelessness prevention, domestic violence shelters, and youth programs

Takes effect July 1, 2018, with appropriations available for all costs incurred prior to July 1, 2019
