Appropriates $64,590,700 total to the Department of Military Affairs for fiscal year beginning July 1, 2018, comprised of $18,080,000 in General Funds, $6,100,000 in Other State Funds, and $40,410,700 in Federal Funds.

Allocates $15,390,000 from General Revenue Fund for statewide operations including $12,623,300 for operational expenses, $1,500 for State Officers' Candidate school, and $2,765,200 for Lincoln's Challenge program.

Appropriates $16,000,000 from Federal Support Agreement Revolving Fund for Army National Guard Facilities operations and maintenance under Cooperative Funding Agreements.

Provides $5,000,000 from Illinois Military Family Relief Fund for grants to members of Illinois National Guard or Illinois residents in armed forces called to active duty following September 11, 2001 terrorist attacks.

Establishes multiple fund deposits totaling $2,880,000 from General Revenue Fund for Federal Support Agreement Revolving Fund, State Military Justice Fund, and Illinois Military Family Relief Fund operations.
