Appropriates $620,216,400 total to the Department of Public Health for fiscal year ending June 30, 2019, comprised of $112,401,900 in General Funds, $183,695,800 in Other State Funds, and $324,118,700 in Federal Funds

Funds major departmental operations including health care regulation, health protection (disease control, environmental health, lead poisoning prevention), laboratories, women's health programs, and AIDS/HIV services

Allocates $80,000,000 for AIDS/HIV prevention, treatment, and services including Ryan White CARE Act funding and $70,000,000 for federal bioterrorism preparedness and emergency response activities

Appropriates significant funding for maternal and child health programs ($20,750,000), tobacco settlement recovery fund uses ($6,000,000), and metabolic screening services ($6,125,000)

Takes effect July 1, 2018, with appropriations authorized to cover all costs incurred through June 30, 2019
