Appropriates $902,636,700 total to the Department of Revenue for fiscal year beginning July 1, 2018, comprising $55,088,700 in General Funds, $847,298,000 in Other State Funds, and $250,000 in Federal Funds

Allocates $305.1 million to local governments for additional 1.25% Use Tax and $99 million to Chicago under P.A. 86-0928, plus $72 million for local government video gaming distributions

Provides $46 million from Motor Fuel Tax Fund for reimbursement to International Fuel Tax Agreement member states and refunds

Funds county official salaries and stipends including state's attorneys ($13.875 million), public defenders ($7.2 million), assessors, treasurers, sheriffs, and coroners through Personal Property Tax Replacement Fund

Appropriates additional funding for housing assistance programs ($55 million for affordable housing grants, $4.5-13 million for foreclosure prevention, $1.75-25 million for rental support) administered by Illinois Housing Development Authority
