Appropriates $466,425,300 for the Illinois Environmental Protection Agency for fiscal year 2018-2019, consisting of $384,519,100 in state funds and $81,906,200 in federal funds.

Funds major operational areas including air pollution control ($41.5 million), water bureau ($23.7 million), land pollution control including underground storage tank program ($71.3 million), and solid waste management ($10.1 million).

Appropriates $113 million from Vehicle Inspection Fund for Volkswagen emissions mitigation trust agreement compliance and $23 million from Motor Fuel Tax Fund for deposit into Vehicle Inspection Fund.

Allocates $59.9 million from Water Revolving Fund for water pollution control programs, drinking water programs, and technical assistance to small water systems.

Effective July 1, 2018, with authority to use appropriations for all costs incurred through July 1, 2019.
